PMCMV AND HOUSING PRODUCTION IN ITABERABA-BA
Abstract
This article evaluates the implementation of the Minha Casa, Minha Vida Program (PMCMV) in the city of Itaberaba, BA, Brazil, the way in which the construction and distribution of housing took place, the changes in urban dynamics, and the impacts caused. The methodology adopted included studies related to housing, housing policies, and urban land use; documentary research in public agencies, focusing on the agents that participated in the implementation and the profile of the beneficiaries; the creation of maps showing land use, urban resources and PMCMV housing; and interviewing those involved in the process. The results demonstrate facts about how the beneficiaries were selected, how the Program was designed and the choice of construction sites. In addition to the diagnoses and discussions on the subject, they included the analysis of the Program's impacts. This provides residents and managers with greater knowledge about the policies adopted so far, their problems, and guidelines. It also provides support for promoting new public policies to assist state and local governments.
