For a Regional Development Policy in the State of São Paulo: units, governance and budget

Abstract

The objective of this essay is to contribute to the understanding of the process of institutionalization of economic and political regions and their fundamental rights in the state of São Paulo, as a guideline for socioeconomic planning and integrated budgetary execution of public administration. The methodological analysis of the regional units is based on quantitative and qualitative data related to the regionalization techniques of the state territory. Thus, the essay offers elements to establish a public institutional debate between the State Executive Power, the municipal governments, the economic agents and the social actors of the civil societies, in the expectation of viability of a State Policy of Regional and Territorial Development, Integrated and Sustainable.
