The surroundings of the Federal District: an analysis of the notion of dependence

Abstract

The Federal District’s surrounding area is frequently referred to in academic political debates as the source of problems which occur in the Federal District. These problems range from pressure in public health and education services to unemployment and even criminality. By discussing regional formation and focusing on migration and pendular mobility, this study seeks evidence to support the hypothesis that there are important economic and environmental complementarities between municipalities in the surroundings and the Federal District. Such a discussion reinforces the debate over the need for governmental policies that are integrated between several governmental spheres. In addition, it places doubts in the idea that the municipalities in the surroundings of the Federal District not only depend on the latter but are also responsible for some of its problems.
