Os Impactos Financeiros do Fundef na Educação Básica no Município de João Pessoa

One of the main actions of the current Brazilian was the creation of FUNDEF - Fund for the of Maintenance and Development of the Elementary Education and of Valorization of the Teachers Work – in 1996, destined to finance the elementary education public exclusively. This work has as central objective to evaluate the first years of implementation of FUNDEF in the municipal district of João Pessoa (PB). The research analyzed the alterations in the dynamics of the public expenses and of the expense for student of the basic education of the municipal net in the period from 1996 to 2000 and it investigated the repercussions of Fund in the evolution of the registrations and in the valorization of the teaching. The main results of the study are as follows: municipalization and focalization of the education administration in relation to the elementary teaching, besides with transfer process it interns of students of other stages and modalities; the expense-student's decrease in the elementary education; improvement of the conditions of valorization of the teaching with implantation of the Plan of Remuneration; and restriction to the offer of the infantile education and of youths and adults.Downloads
