POLÍTICAS PÚBLICAS E AÇÕES POPULARES: O CASO DOS ALAGADOS – SALVADOR/BA

Abstract

The research analyzes the paper of the public politics in the production process of the urban ground in Alagados and the implications of the people actions, demanding its right to the city. It is based on the principle that the public policy and the community actions had been important for the continuity of the struggle for dwelling and life in Alagados. It searchs to unmask the contradictions of the actions of the public power when promoting tranformations. These moments are: the process of the ground legalization, by the end of the decade of 1940 up to 1967; the first proposals of the public politics in the process of planning of the interventions, between 1967 and middle of the decade of 1970; the actual interventions, from middle of the 1970 until today. It was perceived that the objective of the inerventions of the State was to insert the people inthe capitalist logic and to converte the planning of popular housing as a way of getting financial resources.
