Municipal planning and land use evolution in a flood prone area at the border of two municipalities: Campinas and Jaguariúna, São Paulo, Brazil

Abstract

In Brazil, many floodplains are on municipal boundaries. In order to maximize flood risk prevention in these areas Municipal Master Plans for land use in neighboring municipalities should be integrated. The studied area is the Atibaia river alluvial plain, which is shared by two municipalities: Campinas and Jaguariúna in São Paulo state, Brazil where periodic gradual flooding occurs . The land uses in the Atibaia river alluvial plain from 1962 to 2019 were mapped using aerial photographs and satellite images. Former and current Master Plans for both municipalities were analyzed, focusing on guidelines of flood risk prevention. The first Municipal Maters Plans were issued after the residential developments had started. Since 1996 Campinas´s Master Plans determine that urban occupation is prohibited in part of the alluvial plain due to flood hazard. Nevertheless these directions did not prevent the growth of urban occupation on this margin of the river. In Jaguariúna´s former or current Master Plans there is no explicit concern about flood hazard in the Atibaia river alluvial plain. During the last 57 years land use planning in both municipalities did not consider that the alluvial plain is an integrated geomorphological feature and that natural hazards do not recognize administrative borders. Moreover it did not prevent the growth of the occupation in these areas.
