Mapping and evoltution of irregular occupations in the cliffs from East Coast of Ceará, Northeastern Brazil

Abstract

The cliffs are geomorphological features legally protected by Law 12.651/ 2012 and CONAMA Resolution 303/2002, which made them Permanent Preservation Areas (PPAs). The objective of the work was to map and compare the presence of occupations within the limits of PPAs of cliffs on three beaches on the east coast of Ceará and to understand the relationship between the presence/absence of Conservation Units in the evolution and occupation of the soil. For that, geoprocessing techniques were used together with remote sensing with the use of Quickbird images extracted from Google Earth Pro (2004-2019), confirming the breaking of the relief with images from LiDAR. The cliffs of Canoa Quebrada had the highest occupation and evolution in PPAs of cliff tops, while Morro Branco had the lowest evolution and Redonda had the lowest occupation. The presence of na Integral Type Conservation Unit in Morro Branco, as well as other normative documents, prevented and adapted the construction of new buildings. While in Redonda, its absence allowed inadequate settlements over time. In Canoa Quebrada, although there is a Sustainable Use Conservation Unit, the absence of the Management Plan makes it difficult to manage the activities carried out in the region.
