ANOTAÇÕES SOBRE O PLANEJAMENTO PÚBLICO ESTRATÉGICO PREVISTO ATUALMENTE (2005 – 2023) PARA A MATRIZ DE TRANSPORTE BRASILEIRA E OS RECURSOS HÍDRICOS NACIONAIS NO INÍCIO DO SÉCULO XXI

Resumo

Este artigo traz anotações sobre a matriz de transporte brasileira (projetada para a integração logística da America Latina) e o processo em andamento do respectivo tratamento da questão ambiental; onde intervenções simultâneas e de vulto serão feitas em regiões que ainda pouco foram afetadas pela urbanização. O modo de enfrentamento da questão ambiental é importante, pois várias localidades podem ser afetadas de várias maneiras nos seus recursos hídricos. Pelo Plano Nacional de Logística e Transportes (PNLT), o tratamento da questão ambiental quanto ao progresso das obras será coordenado pelo Ministério dos Transportes através de Avaliação Ambiental Estratégica (AAE), instrumento a ser utilizado paulatinamente conforme a implementação do PNLT. O artigo menciona quais são os representantes da sociedade no Conselho Nacional de Recursos Hídricos e a existência do projeto “Rios Voadores” para medir o efeito do desmatamento da Floresta Amazônica no volume de chuvas na região sudeste e sul do Brasil. Abstract This paper has some data about Brazil’s Transportation Matrix, and its design to integrating South America logistically; the treatment due to environmental issue, a process in progress, with simultaneous and portentous interventions on untouched regions in brazilian hinterland. The environmental issue is very important because many places should be affected on various levels and wide range on its water resources. The execution of Brazil’s National Logistics and Transport Matrix Plan will be held by Transport Ministery with an instrument named AAE (Environmental Strategic Evaluation), created to make the construction of infra-structure continuously possible for the National Transportation System whereas and when needed. The paper also mentions the components of the National Council for Management of Water Resources, and the “Flying Rivers Project” to study the effects from de-florestation of Amazonic Rain-forest on the brazilian hidrological cycle.
