This article aims to understand how information about the use of financial resources from oil royalties was published in Norte Fluminense by the G1 website, making a counterpoint to the concept of popular communication used by the Petroleum Territories Environmental Education Project: Royalties and Citizen Vigil” (PEA-TP), which is part of the environmental public policy and focuses its work on mitigating the information deficit. The study also problematizes the contrast-conflict view of the media with popular communication and how they act in “democratic communicative action”, taking into account how popular communication and web journalism contribute to citizen vigilance and to the expansion of citizen capacity. The methodology used in this study is qualitative and bibliographical as to the approach, presenting a specific documentary clipping with analysis of seven reports from the online newspaper, published from 2014 to 2018. It is believed that the content on oil royalties presented by traditional media it is poor and does not encourage citizens to debate the use of these financial resources, while the PEAs, like the Petroleum Territories, encourage social control, as they use both education and popular communication tools, providing knowledge and encouraging the dissemination of information.
